The Halswell Junction Road extension will provide a safer, more direct route for road users, including heavy vehicles accessing the Hornby Freight Hub. It will also improve cycle and walking connections, and reduce noise and pollution to nearby residential areas. 

The new road link will redirect traffic through the industrial area and through to Waterloo Business Park. We’re working with KiwiRail to build a new level crossing over the railway line. The existing crossing will be decommissioned, with the road end turned into a cul-de-sac. Traffic signals with a pedestrian/cycle crossing will be installed on the Waterloo Road side of the new level crossing.

The project is being constructed in two stages and we aim to have Stage 1 completed by mid-2024. Once the KiwiRail works to install the new level crossing are complete, our contractor will return to site to stop the road to the existing level crossing and make that section of Halswell Junction Road into a cul-de-sac. This is dependent on KiwiRail’s programme.

New bus stops are proposed on both sides of the new link road and there will also be a new shelter on the southbound side and a new bus seat at the northbound stop. There is also a pedestrian refuge island and sections of on-road cycle lanes linking to shared pedestrian and cycle paths. The new link road will provide a connection to the South Express Major Cycle Route on Waterloo Road improving connectivity for cyclists in the area.

Traffic changes

While the works are underway temporary traffic management will be in place on the road to allow for enough space for the contractor to work. Please take care to follow signage and reduce speeds when travelling through the site.

Once the new road link is constructed, the Halswell Junction Road approach to the existing level crossing will be closed south of the railway line and turned into a cul-de-sac. This cul-de-sac will provide access for the businesses and residents off that street. The cul-de-sac construction work can only happen once the new link road and new level crossing is open to traffic.

We will be keep in contact with the freight industry and local community before the new road opens to let them know about changes to the road layout and what to expect.

What we're doing

We’re building a new link road redirecting Halswell Junction Road traffic from Foremans Road over a new railway crossing to link to Waterloo Business Park and Pound Road.

We’re installing a new signalised level crossing for both pedestrians and cyclists to the north of the railway and a shared path on both sides of the new road link between Waterloo Road and Foremans Road.

The new road will mean a more direct route for all road users and the shared paths will make cycling and walking safer. The shared paths will also connect cyclists to the South Express Major Cycle Route, which runs to the north of the railway line along Waterloo Road.

We’ll also be doing some road resurfacing works around the Halswell Junction Road/Foremans Road intersection as part of the project.

New bus stops and one shelters will be included on the new road link.

Once the new road link and level crossing are open, the old section of Halswell Junction Road will be turned into a cul-de-sac.
